Charlie Creek Mitigation Bank

Service Area Map

The Charlie Creek Mitigation Bank (CCKMB) is a proposed freshwater wetland umbrella mitigation bank located in Polk County, Florida, within the Peace River Watershed. The 369.5-acre site is designed to restore, enhance, preserve, and perpetually manage ecologically significant wetlands and uplands to provide high-quality compensatory mitigation for unavoidable impacts to waters of the United States.

Upon approval, the Charlie Creek Mitigation Bank will deliver long-term ecological benefits through large-scale habitat restoration, improved landscape connectivity, regulatory certainty for permit applicants, and permanent protection of regionally significant natural resources.

Watershed & Service Area

The Charlie Creek Mitigation Bank is situated within the Peace River Subbasin (Hydrologic Unit Code 03100101). The bank is strategically located to provide mitigation services within the Peace River watershed, an ecologically important basin supporting a wide range of wetland-dependent wildlife species.

Mitigation Bank Overview

Total Site Area: 369.5 acres

Mitigation Activities:

  • Wetland re-establishment
  • Wetland enhancement
  • Upland restoration and enhancement
  • Preservation and perpetual management

Historically, portions of the site were utilized for agricultural purposes beginning in the 1940s, while much of the property remained as herbaceous marsh, prairie, pine flatwoods, and riparian wetlands associated with Charlie Creek. Past land uses resulted in altered hydrology and reduced ecological function. The Charlie Creek Mitigation Bank proposes to reverse these impacts by restoring natural hydrologic regimes, improving native vegetation communities, and enhancing overall watershed function.

Planned Ecological Improvements Include:

  • Re-establishment of 105.4 acres of wet prairie
  • Re-establishment of 61.1 acres of depression marsh
  • Re-establishment of 85.8 acres of bottomland forest
  • Re-establishment of 21.4 acres of mesic flatwoods
  • Enhancement of depression marsh, bottomland forest, and mesic flatwoods
  • Enhancement of approximately 38,500 linear feet of ephemeral stream

Types of Credits

The Charlie Creek Mitigation Bank is expected to generate forested and herbaceous wetland mitigation credits, including stream enhancement credits, assessed using the Uniform Mitigation Assessment Method (UMAM) and applicable federal assessment tools.

Final credit types, quantities, and release schedules will be established through the approved Mitigation Banking Instrument (MBI) in coordination with the Interagency Review Team (IRT).

Conservation & Long-Term Stewardship

The Charlie Creek Mitigation Bank will be permanently protected by a recorded conservation easement granted to the Southwest Florida Water Management District (SWFWMD). The easement will ensure perpetual conservation of restored and preserved resources.

Long-term stewardship will be supported by:

  • A comprehensive Long-Term Management Plan (LTMP)
  • Financial assurances sufficient to fund perpetual management activities
  • Ongoing monitoring, maintenance, and adaptive management

Management activities will include invasive species control, hydrologic maintenance, prescribed fire implementation where appropriate, and protection of ecological integrity in perpetuity.

Environmental Benefits

The Charlie Creek Mitigation Bank will provide substantial regional environmental benefits, including:

  • Restoration of altered freshwater wetland and stream systems
  • Improved water quality, floodplain storage, and hydrologic function within the Peace River basin
  • Enhanced fish and wildlife habitat and improved landscape connectivity
  • Expansion of conserved lands and support for the Florida Wildlife Corridor
  • Benefits to state and federally listed species, including the Florida panther, Florida bonneted bat, wood stork, and eastern indigo snake

By consolidating mitigation activities into a single, ecologically viable site, the bank provides meaningful functional lift at the watershed scale.
