The Pembroke Pines Mitigation Bank (PPMB) is a federally approved wetland mitigation bank located in Broward County, Florida, on 450 acres owned by the City of Pembroke Pines. Developed by The Wetlandsbank Company (TWC), the bank restored and enhanced severely degraded wetlands to create a diverse, sustainable, multi-habitat ecosystem.
PPMB was South Florida’s first mitigation bank and later became the first mitigation bank in the United States to sell out all credits and to complete a final transfer of mitigation responsibility through mitigation bank credits.
Broward County, Florida
The Pembroke Pines Mitigation Bank provides compensatory mitigation for permitted projects with wetland impacts in southeast Florida. Specific watershed boundaries and HUC designations are not identified in the available source materials.
Total Site Area: 450 acres
Mitigation Activities:
Prior to restoration, the site was heavily degraded, dominated by invasive species, and subject to illegal dumping and off-road vehicle use. The Wetlandsbank Company was responsible for the design, permitting, and construction of the restoration project, followed by a five-year monitoring and maintenance period.
Construction activities were completed on time and on budget, with each phase meeting or exceeding environmental performance goals.

The Pembroke Pines Mitigation Bank became the first mitigation bank in the nation to sell out all approved mitigation credits.
Following completion of the required monitoring period, long-term responsibility for the restored wetlands reverted to the City of Pembroke Pines. Responsibility transfer included establishment of a dedicated trust fund to ensure perpetual maintenance and preservation of the site.
Environmental benefits of the Pembroke Pines Mitigation Bank include large-scale restoration of degraded wetlands, establishment of a consolidated and sustainable ecosystem, and improved long-term ecological performance.
In an independent study, Royal Gardner, Professor of Law and Assistant Dean at Stetson University College of Law and former Assistant General Counsel for the U.S. Army Corps of Engineers, adjudged the Pembroke Pines Mitigation Bank to be the best wetlands mitigation bank in the United States.
